Complete Prospective List of Referees for 2014 FIFA World Cup

FIFA has realized a complete but still open list of prospective referees for 2014 FIFA World Cup Brazil. Thanks to a source, World of Football Refereeing is able to present you the full short list from which the participants will be selected, although there still can be plenty of changes.

    Hi Suricate, hi bloggers,

    I just wrote a little program with the objective of optimizing the referee assignments during the preliminary round at EURO 2012.

    Assumptions:

    - No referee is allowed to handle a match in the group of his own national team, e.g.: Wolfgang Stark in group B. In addition, on matchday 3 no referee is allowed to handle a match in the group of the potential opponent of his own national team in the quarter-final, e.g.: Wolfgang Stark in group A.

    - Each referee will handle two matches in different groups, one in the first half (matches 1 – 12) and one in the second half (matches 13 -24). At least two complete days must elapse between two matches, e.g.: If a referee is considered on 13/06/2012 he may be ignored for 14/06/2012 and 15/06/2012.

    - Per half (matches 1 – 12 and matches 13 – 24), interactions between the groups of the referees‘ national teams are not allowed, e.g.: If Wolfgang Stark (Germany plays in group B) is considered for a match in group C, no referee from group C is allowed to handle a match in group B in this preliminary half.

    - In addition, no referee is allowed to handle a match with involvement of the national team of a country whose referee already handled a match of his own country, e.g.: if Carlos Velasco Carballo handles a Germany match on matchday 1, Wolfgang Stark is not allowed to handle a Spain match even on matchday 3.

    - Considering all these aspects, the groups with the minimal distances between the referees‘ home country capitals and one of the capitals of the four teams involved are eliminated, e.g.: There are only 117 km between Ljubljana (Damir Skomina) and Zagreb (Croatia in group C), so Skomina should not handle any group C match.

    - If there is only one group left for two referees, this procedure is applied within the groups which means that the match with the shortest distance between the referees‘ home country capitals and one of the capitals of the four teams is eliminated. One referee thus handles the remaining match and the other referee the other match.

    - The algorithm starts with matchday 3, completes the remaining 4 matches at matchday 2 for the second half (matches 13 – 24) and ends at matchday 1. This means that this algorithm tries to optimize the distances primarily in the final phase of the preliminary round when the referee assignments should be executed with special sensitivity.

    And here is the result:

      Skomina very unlikely for Ukraine-England as he handled the same match in WC 2010 qualifiers.

      Distance bewteen the capital cities? Funny, but nothing more than that :)

      Designating the referees (especially for a competition like EURO) is much more than a computer calculation ;)

    Howard Webb for a Poland match seems unrealistic, too, considering his weak performance at Austria – Poland during EURO 2008. One would have to take some more criteria into consideration, especially previous incidents with the teams involved and should individually select the officials according to the expected styles of the teams.

    UEFA will certainly not ignore a German referee for an England match only because an English referee already handled a Germany match earlier in that tournament. During WC 2010, for example, Wolfgang Stark whistled England – Slovenia, and thus Germany’s following opponent in the round of sixteen, on the last group stage day.

    But that's that my computer program ejects considering the specified criteria. ;-)

    1. Why do you say it was a weak performance? His only mistake was in favor of Poland (goal scored by offside). The penalty given at 91' was a great call.

    2. I agree..it will be more likely irrealistic with regard to the match's aftermath, not due to an allegedly weak performance. Of course one must combine both, computer calculation with reality (appointments, performances..)

  6. What on earth is the point of splitting up the New Zealand officials? It can only be politics.

    Also very surprised to see Marrufo's American AR is Boria. I would argue very strongly that Boria and Hurd are the United States' worst FIFA ARs. But due to a variety of reasons, those are the two that we are submitting.

    1. I totally agree with you..I was also surprised that Morgante has left Marrufo. Leonel Leal is a very good argument for Lopez.
      But as I said, later more in the analyses, the first will be about CONCACAF. Then I go counterclockwise around the earth, CONMEBOL, CAF, OFC, AFC and finally, UEFA.
