  1. I will watch Daniel Stefański this evening, the first time I read his name. I think he got a good appointment with Italy - Belgium considering that it's his first year as FIFA.

    1. I can say that Stefański can reach much. Observers were very satisfied with his performances, he got two EL and two U-19 qualifying matches, what is quite much in his first season. He has got one of the most interesting matches in U-21 qualifiers. I believe that if he perform well, he'll be promoted to second category in December.

  4. Several controversial situations in Italy-Belgium for Stefański, the most important probably happened at 79' when a free kick in favor of Belgium keeper was whistled, but it might have ben a penalty...

During the match Austria-Spain, Nicolas Rainville got injured. As a result, Stéphane Jochem (fourth official) took the whistle. I don't think he planned that during his first season as a french Ligue 1 referee he would be the referee of such a match! (after 2 matches only).
I don't know whether Rainville's injury is serious.

    4. Overall, it seemed to mee that he had a lenient approach. He might have issued more cards in this match Anyway, still acceptable. The crucial decision in my opinion is the missed penalty to Italy in second half, when he whistled a free kick for Belgiu.
If I find a video, I post it.
Assistant were good in almost all the calls but there were two mistakes by AR1: at the begnning of the match a wrong flag and then in second half when Belgium scored the 2-1, in the action prior to the corner there was a slight offside, missed.
I haven't anyway watched the match so carefully in order to write a small report, giving marks, anyway the performance was not excellent in my opinion.

    7. I can also report a very good NO FLAG when Belgium scored the 1-2. The player in offside was near the goalkeeeper but for me ok to allow the goal.

I can't see the video, but remember that being "near" the goalkeeper is not enough to influence an opponent anymore. The player must challenge the defending player for the ball or attempt to play the ball to influence an opponent.

  6. I was able to watch Portugal - Norway game with Tobias Welz in the middle. I expected a very solid, high level of officiating.

Unfortunately, I was wrong... German referee gave two non-existing penalties: first for a foul that occurred slightly before the penalty area, second for an ordinary collision (if you would like to detect a foul, it would be a foul of attacker...). Welz could also whistled another penalty to Norway in 90', but handball of Portugal player was rather undeliberate and accidental (bad contact with leg)

Holger Henschel didn't show fullness of his skills, too. He didn't help Welz in first penalty situation (therefore, it probably will be -0.2 for Welz and Henschel) and wrongly stopped an obvious goal-scoring opportunity (another player was offside, not that who received the ball; again -0.2).

Don't want to make false conclusions, but it seems that German referees' biggest problem is foul-detection in and near penalty area...

    WELZ - 7.8 (8.0)
    HENSCHEL - 8.0
    FOLTYN - 8.3
    SIEBERT - 8.3

    Highlights including both penalties:

    1. In the first situation, it's anyway difficult for the referee to decide, assistant might have helped him but I would say still not big mistake.
In the second penalty whistled, I see that Portuguese player is running against the opponent and there isn't any foul.
      I'm sorry for Welz...

    2. imho this is more than a normal crash, where the players run against each other. The red player shoots and the white one ran into him and blocked him away, also using the arm. This decision was okay for me.

    3. I agree, the first contact leading to the penalty appears to be slightly before the line. However you cannot reduce Welz' mark for that in this specific case. The decision was probably taken by Henschel and I guess he assumed responsibility for that, too. Of course it was hard to see for him, being in a sprint at the sideline, but mistake is mistake.
For the second penalty, I unfortunately must agree by 100%. That is rather an offensive foul than enough for a penalty (also here advice from Henschel?).

    4. supplement: Could be that my foul-detection is damaged by basketball yesterday.

    5. I have my doubts I can't reduce Welz' mark for the first penalty. Referee is also (mainly) responsible for foul detection, assistant is only there to help. I think both of them misjudged this situation and both should get a mark 0.2 lower for that. Of course, only my view.

And one positive: I love Welz' very diagonal way of movement.
