  19. UEFA Referee Observers CL/EL

FC Barcelona-Atlético Madrid: Pierluigi Collina (ITA)
FC Bayern München-SL Benfica: Jaap Uilenberg (NED)
    Paris SG-ManCity: Paul Allaerts (BEL)
VfL Wolfsburg-Real Madrid: László Vagner (HUN)

Athletic Bilbao-Sevilla FC: Fritz Stuchlik (AUT)
Villarreal CF-Sparta Praha: Haim Jakov (ISR)
SC Braga-Shakhtar Donetsk: Christos Skapoullis (CYP)
Borussia Dortmund-Liverpool FC: Peter Fröjdfeldt (SWE)

    Sounds like 8x Elite..
IMO there are 3 candidates for Barca-Atlético: 1) Kuipers, 2) Marciniak, 3) Skomina (would be the 2nd time in a row, but as there was nothing to observe in Wolfsburg...)

    1. If I were to hazard a guess...

Barcelona - Atlético Madrid: Felix Brych (GER)
Bayern München - Benfica: Szymon Marciniak (POL)
PSG - Manchester City: Viktor Kassai (HUN)
Wolfsburg - Real Madrid: Bjorn Kuipers

I think it would be a surprise if Kuipers were to be handed the Spanish derby, after missing out on the R16. Again, I can't see Marciniak or Skomina either. This could be Brych's final examination, before a CL final assignment IMO.

      Delete
    2. I think that it is quite unlikely to see Brych observed by Collina. In Chelsea - PSG he was already observed by an Italian, Rosetti, which at UEFA level is close to Collina. Therefore, I think that Brych will get directly a semifinal.
After some appearances in EL, Kuipers would suit, Collina perhaps will test him for the upcoming EURO.
Another fascinating option is Marciniak, but I think he will get another quarterfinal, perhaps Bayern - Benfica with Uilenberg (and Velasco for second leg?).

    1. Alexander Harkam as a pastor... :) How was his performance?

      Delete
    2. Some mistakes in foul detection, one of them was for YC and he did't even give a foul. Also, some thimes he was to far from play and my impression is that he can prove his fitness and positioning. Good man managment and full control of the match.
Overall, it was expected performance with some points to be improved, in a normal match for refereeing.

    5. I have to agree with RefRef. Poor positioning - far away from action, not correcting an angle, not willing to run much. Some fouls committed by Serbian players were borderline to reckless. Harkam didn't want to book them:

Please try to understand mistakes and imagine you were the referees.

Zwayer's view was blocked, he had a 0° angle on the handball. Maybe he should stand a bit more to the left.
The AR2 has little chances to spot it either: theoretically he has a good, sidewise visual angle, the problem is that there are 3-4 players who potentially obstructed his line of sight.

With Zwayer being positioned more to the left or an AAR2 at the goalline, this goal would have been disallowed I think.

    3. True Niclas. Bad work with problems of this "has Been" refereeing system. But, as you said, he should improve his positionning in that case. He has some excuses, but this is a crucial mistake nevertheless.

      Delete
    4. Well e.g. Kenn Hansen (on his site) is raising the question whether this was a deliberate handball at all. This indeed goes into the direction of a Neymar-like handball...not really deliberate, but still, in a way, producing an advantage. Nonetheless, we all know that actually this plays no role for the evaluation of handballs...actually :)

      Delete
    5. Such approach as that presented by Collina (mentioned by Kenn in his article) is - in my humble opinion - relativizing things. It's no way that was a deliberate handling the ball by Neymar, but according to Collina a free kick should be whistled, because nobody would understand why the goal has stood... Wrong way - relativize things instead of educate people. I have a strong feeling that FIFA/UEFA referees committee do very little (or nothing) to educate people regarding such things like handballs, judging reckless-sfp, etc. Some federations like Polish or Czech try to explain how the things are and should be interpreted at their associations' websites. It's the right way.

      Delete
    6. Well that is no big news. Dallas and co. regard Neymar's handball as against the spirit of the game and made that clear at the pre season course before 2015/16. I agree, a mistake for me as well.

      Delete
    7. Neymar's was always deliberate handling -- he played ball (a very easy header for a player of his skill) into his own hand. Like I always said.

This newest situation was NOT deliberate handling. You can see the attacker has a clear header. Somehow he completely misses ball. This is not a mistiming issue by the attacker, it's because there was slight contact created by the defender. You can see this because attacker suddenly is trying to readjust. The contact threw off the timing, ball hits arm, ball goes into goal. IMO this is NOT deliberate and goal is good. Technically and within spirit of game.

    8. Like you always said, aha. UEFA made clear that by the LotG this was no deliberate handball. The only reason why they want to have such things whistled - or at least appreciated Cakir's decision - is that in their eyes the football community would not understand a goal scored by a handball.

  31. Lorenzo Manganelli wrongly disallowed Gernany's 1:0 for offside, flag was only raised when the ball was already in the goal. A normal interfering with play scenario, flag came 3-4 seconds too late (and it was no offside). Complete incertainty and blackout.

    3. Almost 1m no offside, indeed.

    4. Rocchi solid in an unchallenging match. As for Manganelli, a complete shocker. On the first (disallowed) goal, one wonders what happened. I would guess that he was not sure and was planning to let it slide, had a goal not been scored. While the situation was complicated by the distance between Gomez and the defender, really, this was preventable. And the second incorrect offside was worse.

  42. After a missed offside by AR, Drachta correctly assigned a penalty to Germany following a clear foul by Buffon, but he didn't give the RC for DOGSO. I think he decided that just because it was a friendly and the score was already 3-0. But I really don't like this way of thinking. We have written rules.

    1. Anyway, I can understand him and somehow it reflects his style of refereeing. For me definitely acceptable.

    2. sure a RC, but nobody want's to have this card. In German TV the comment was "i hope, he let him on the pitch"...
That Drachta doesn't show any card is a clear signal, that he already know's, that there was a DOGSO...
Acceptable for me but sure not correct!

    3. IMO good situation to describe that sometimes refs don't need to follow the rules blindly, and that referee should be able to "feel" the game and bring the most acceptable decision.

    2. For me, a clear foul. Missed by Mateu Lahoz.
In addition, interesting situation at the moment of the shot on goal, a player from NED was close to goal-line impeding the keeper, but he was onside (correct assessment by AR) because there was a defender temporarily out of the pitch (so to be considered exactly on the line, like keeper). In case of offside position, this should have been punished.

    3. Yes, clear foul. I think he also put his whistle in his mouth but for some reason (probably some feedback) he changed his mind. By the way, what are your opinions concerning the handball penalty? Natural Position? Too far from body?

      Delete
    4. When will UEFA realize that Mateu has at least 1 crucial mistake per match? Do they tolerate it? Do they think it is something unimportant? It seems so.

    5. @Joao Santos:

I think that decision was spot-on. Rose's arm was extended in a you could say "unnatural" position. Nevertheless, he did miss another penalty for NED in the first half... Again, Rose tripping NED #9 in the penalty area. So you could say he had 3 key decisions, two of which were incorrect. How he missed the blatant shove on ENG #16 for the third incident is still baffling.

      @Niclas

Mateu Lahoz seems to be on the committee's good books. He can do no wrong at the moment...*face palm*...
