    A sad news reached us: Bulgarian UEFA referee observer Stefan Ormandjiev died a few days after the beginning of 2017. He was well known and he recently observed, among others, Marciniak in 2015/16 EL semifinal, involving Shakhtar Donetsk and Sevilla.

  7. I have a question concerning the UEFA course linked with league appointments: concerning the French representatives, Turpin, Buquet and Bastien are there, according to what I read on here. But if the course is also for the new FIFA referees, François Letexier should be there as well. The course, as I understood, ends on Thursday, right? (Correct me please if I'm wrong) Letexier was originally appointed to take charge of Metz-Marseille on Friday evening, but was replaced with Mikael Lesage. Is that due to the course, considering the fact that he may only return the day before or maybe on Friday in the morning. And if yes: why isn't Ruddy Buquet replaced in his match on Friday, because he is appointed in a Ligue 2 game (Lens-Troyes) on Friday evening?

    (Sorry for being so exhaustive in my formulation)

  8. The referees handling the suspicious test-games in Cyprus and Turkey (among others, the Pogoń Szczecin - Astra Giurgiu game in Cyprus, where both teams deliberately missed penalties) were from Romania. The centre referee in the game involved Polish side was Cristian Catană (27 yo, third tier).

    Apart from Catană, there were Dan Ionuț Petre (32 yo, 4th tier), Laurențiu Florin Niculae (24 yo, 4th tier assistant referee), Răzvan Nedelcu (21 yo, 4th tier assistant referee) and Cristian Grigorașcu (40 yo, v-ce president of Regional FA of Dâmbovița region). All of them were introducing themselves as Bulgarian, Slovenian or Turkish referees...

    List of suspicious games with referees:
    25 January, Cyprus: Astra – Pogoń 1-3 (Cristian Catană - Laurențiu Niculae, ?)
    25 January, Turkey: Botoșani – Amkar (Dan Petre – Cristian Grigorașcu, Răzvan Nedelcu)
    22 January, Cyprus: Ural – Astra 2-4 (?)
    20 January, Turkey: Pandurii – Krylya 2-2 (Cristian Catană – Costinel Neagu, Valentin Mihalache)
    20 January, Cyprus: CFR Cluj – Mezokovesd 4-1 (?)
    19 January, Cyprus: Astra – Spartak Moscova B 4-0 (Dan Petre – Laurențiu Nicolae, Cristian Grigorașcu)
    17 January, Cyprus: CFR Cluj – Ufa 2-0 (Dan Petre – Laurențiu Niculae, Cristian Grigorașcu)

    There are more news on that issue in Romanian media. Maybe someone from Romania would be able to tell more?

    I would say he did pretty decent job he had solid performance.

    All of his bookings were good,maybe he was too lenient in first 30 minutes,but overall he did a good job.

    Maybe there will be some complaints about a foul before Atletico goal,but I think that Suarez fell way too easily.

      For me irregular goal, however reading some comments and knowing Atkinson's style, it seems as in England this goal was accepted without too much questioning. But LotG are LotG.

      Watford - Burnley
      1) There is surely an excessive force in this challenge, but I think one can still back the referee in assessing it as reckless, however very close to RC for SFP.
      2) Definitely a SFP, here you can't have doubts. Well done by Oliver.

    1. Well, the unsporting behaviour of Eibar's player occured before the ball was in play. The retaliation, that easily could have been deemed as violent conduct, happened while the ball was already in play. So, lucky or not, the good decision (penalty) was made.

      However, wouldn't it be smarter to whistle when the first unsporting behaviour happened, even if the ball was in play - just to warn that pair and retake the corner kick? It would but if the referee had decided to let it go, he was forced to react on the violent conduct afterwards.

      Difficult and complex situation to the referee. Maybe the always-needed good luck was missing?

      Delete
    2. Good analysis by RayHD, I think that by using more prevention and paying attention to players, perhaps this could have been avoided.
      Question is: how much referee should be always worried about players behavior? This reminds me a penalty whistled by Kuipers in Barcelona - Milan, several years ago, he whistled that directly on the execution of a corner kick, he was criticized for missing prevention, but at the end, as RayHD correctly stated, the right decision was taken, according to LotG, also in that case.

      Delete
    3. For me the first situation is also a VC. LoTG: "In addition, a player who, when not challenging for the ball, deliberately strikes
      an opponent or any other person on the head or face with the hand or arm, is
      guilty of violent conduct unless the force used was negligible"

      And your question is actually the point I wanted to raise. Can you really stop play for something that happened when it was still stopped? The obvious answer seems that you wouldn't let it start in the first place. However, in this situation there was no time for the referee to react and stop the restart of play. Should he then stop the already-in-play game to send off Eibar's player? (Imagine that the retaliation never happened). Is that OK with the Laws? Common sense says yes, as the delay would also not be that great so that a goal can be scored, usually, and in fact is what usually happens.

      Then put in the retaliation. It happened and was of course RC. But is penalty right? If play should be stopped as said in the previous paragraph, then it should be not. Eibar's offence happened first, so the corner kick should be retaken and the appropriate disciplinary measures taken (both players sent off) IMO.

      Of course, the referee didn't see Escalante (Eibar's player) action, as no disciplinary measure was taken against him.

      Delete
    4. RayHD, in my opinion,"to whistle when the first unsporting behaviour happened, EVEN OF THE BALL WAS IN PLAY and RETAKE the corner kick" is a violation of the IFAB LoTG

      Delete
    5. No, because the unsporting behaviour of Eibar player occurred before the ball was played and the referee had no time to react but spotted the infringement before the corner kick execution. I hope you will take my point now. :)

      Delete
    6. Referees are humans and have only 2 eyes. I believe originally the referee visually focussed the player duo who were holding each other in the centre of the penalty area and only then followed the other player duo (the one with the retaliation). So probably he simply did not see the first offence. What can be criticized - I agree with you here - is that at 1:14 in the video a holding was already ongoing. There was enough time to stop play and preventively warn the players. On the other hand this is no clear error, but simply a management issue. It does not make the final decision wrong.

      Delete
    7. I agree with you 100%. The discussion is clearly theoretical. :)

    1. 1) I can't see if there is clear SPA, but same foul is continuous but no reckless. Verbal warning would be OK, but not necessary, too.

      2) Penalty, but very difficult to judge some factors as the real impact of holding or attacker's ability to reach the ball while being not fouled properly in the real time.

      3) Referee has to be backed.

      4) There seems to be a slight pull for hand slightly outside the box, then it's more coming together than a foul of red player (but it can be such due to that pull), so I would opt for a free kick and YC for SPA.

      5) Careless. Foul but no card.

      6) Soft but acceptable. I have the feeling the white player wanted to win that penalty.

      Delete
    2. 1) It is in the half of the red team, so no clear SPA. However I would have preferred a yellow card for the blatant holding
      2) For me is the impact of holding too small for a penalty, player goes down to easily
      3) Probably yes, but with the replays the handball becomes clear.
      4) Not a clear penalty at least, free kick could be a solution, but I am not sure, whether it has to be given
      5) I agree
      6) Very soft, because the white player is also using his arms. Not sure, whether still acceptable...

      Delete
  25. 1) mutual pushing and holding is simply part of fighting for the ball in the beginning. However, blatant holding occurred after the red player won the fight and the ball, so my position is DFC and YC;
    2)difficult to tell from this angle. there was some contact but it seems the attacker fell down too easy... play on;
    3) handball / it would be nice to see referee's positioning and movemenet as it seems it was the counter-attack case
    4)PK / defender did not touch the ball, the attacker was in front of him and controlled the ball, contact with legs (tripping) was enough for PK;
    5) DFK and YC for reckless play;
    6) Really impossible to tell from this angle... if I had to / PK and YC to defender
