    3. It is necessary to make a large incision in the Elite category and drastically reduce the number of referees (18-20).

    4. Collina should and will be careful with promoting Zwayer. He has a doubtful history, connected with the biggest refereeing scandal in German football (Hoyzer), which was never entirely revealed. The German press somehow agrees to remain silent on that topic. But imagine Zwayer beeing in the spot of Aytekin a few weeks ago. Marca, AS, Gazetta, Sun & Co. would have no mercy to dig everything out. And then, Zwayers history would be Collinas problem as well from there on.

      Also, I think Zwayer is one of the worst referees in the Bundesliga. But that is my personal opinion. If they want true talent, they should promote Stieler as soon as possible. That guy is crazy good.

  18. Massive scandal currently going on in Norwegian refereeing.

    Svein Erik Edvartsen, Norway's second ranked FIFA referee, and Moen's AAR1, who made his debut in the World Cup qualifiers in March, is having a massive conflict with Terje Hauge. It started when he was dropped from the first two rounds of the Norwegian Premier League. Edvartsen then publicly stated that there was a conflict with Hauge because of the refereeing team composition and mentor designation. NFF (the federation) confirmed the conflict, which has been going on since.

    Before the season, as we know, Moen's AR Andas was thrown out by the federation, and replaced by Magnus Lundberg, Edvartsen's AR. As Edvartsen is Norway's 2nd ranked FIFA referee, he expected to be able to have the first pick of a new AR, but he was only allowed to do this as number 4 in the order. Additionally, Edvartsen's long time mentor, Rune Pedersen, was replaced with Terje Hauge by himself. This insulted Edvartsen, who is a very outspoken character.

    After several weeks of conflict, the media reported last weekend that the conflict had been solved, after Edvartsen had brought a high-profile lawyer into the case and reportedly threatened with a massive lawsuit if he wasn't allowed to referee again. It was confirmed by the NFF that Edvartsen would be refereeing again from round 7 of the NPL (next week).

    However, in the following days, several of the highest ranked Norwegian referees, Tom Harald Hagen, Ola Hobber Nilsen and Tore Hansen, who never speak to the press, as opposed to Edvartsen, went out and said that they did not have any trust in Edvartsen and would not want to referee with him again.

    Then, yesterday, a meeting was held with all referees and assistants in Norway to try and solve the case. There was according to sources an overwhelmingly negative attitude towards Edvartsen, and at least 10 referees and assistants no longer want to referee with him. Further news are expected within a few days.

    One can safely say that something is not as it is supposed to be in Norwegian refereeing.

    3. What did Fuchs do wrong? He's allowed to throw the ball. What he's not allowed is to throw it at someone with excessive force. So there is no basis in the Laws for a YC. Your two options are YC Sanchez (only) or YC Sanchez+RC Fuchs for serious foul play/violent conduct (I think it would be SFP...?). In my mind this is no more excessive than any normal throw-in. So YC Sanchez and IFK.

    4. In Austria there is a question for the written tests which exactly describes these situation. If I remember correctly, the correct solution was RC for the player who throws the ball and DFK.
      But Sanchez deserves YC in this situation because he provotet it and then this is nothing else as simulation...

    1. Very interesting, Philipp.
      1) Since there isn't any contact between legs in the decisive moment, one must think that the contact by arm was assessed as "potentially" enough, so for this reason impossible to change the decision. I have the feeling that in penalty situations, in order to change the referee's decisions, we should have a more than clear dive, including both contacts with upper and lower body's parts. So, a minimal touch would be enough, under this aspect, to back the referee or at least to assess it as "grey area". About that I share your doubts.
      2) Even after having watched several times the replay, one can't be sure whether it was inside or outside. Perhaps inside and so penalty, but again, doubts. Not a 100% clear case and very difficult to apply VAR there.
      3) For me a clear penalty, VAR should have intervened. But still I can find the reason of this statament by Krug: one can read the holding in different ways, saying that it was not enough. But first of all in these cases one should ask referee: did you see? did you get the exact perception of the incident?

      - when 100/100 referees would say, it is clearly the wrong decision
      - or when 100/100 referees would decide differently with the video material (but not necessarily deem it as clearly wrong)
      In my opinion, the second case should be sufficient.

      @ 2) It could also be foul/dangerous play by the red player. What if it is clearly inside, but not clearly a foul and the referee awards a free kick...?

    4. I don't get it. If 1) is not a clear open-and-shut case of simulation, I don't know what is. What does that leave us with? Gilardino's infamous three-step dive? I am fine with referring to the ref on cases like Robben's penalty in Kassai's QF, but this? Nah. If you're going to involve VARs, they have to be able to decide this without bugging the ref. Seriously, we're gonna lose a minute of game time for the referee to look at this?
      2) Ok for penalty (clear factual mistake) - presumably a VAR with image-by-image would see it clearly.
      3) Again, I don't get it. If you don't want the VARs to intervene here, what are you paying them for? They should at least get the ref to watch it.

      I am not convinced by the VAR solution. It still sounds to me like FIFA/MLS/etc. is throwing tons of money at a somewhat minor problem. Will accuracy improve that much more over AARs+GLT? And is the cost of hacking up the game and wasting time worth it?

    6. Why? The situation was not 100% clear. It is common praxis that such holding cases are "not enough" if the player does not go to ground DUE TO THAT (indeed, he rather slipped) and if the ball is not in playing distance. We have seen that in Skomina's France-Switzerland game (EURO 2016) for example.

      Staubli was an expected name after no Quarterfinal, and apparently Adamkova had the best performance of the last round (according to Damkova..) in WOL-LYO.     On the second goal, three questions for me:
    1- Was the revised decision correct? My hunch is that the offside should have stood (or at least that the referee should have viewed it himself). Can't you make a case for a foul (interfering with an opponent/holding an opponent) regardless of offside?
    2- Had play restarted (video inconclusive on whether the referee authorised the restart)? How much leeway are we going to give referees there?
    3- What about the dissent level? FIFA claims to offset the introduction of VAR by strict rules on dissent (players can't demand reviews, can't challenge the decision to review play, can't challenge outcome), but can we realistically expect referees to enforce that, given the lack of general enforcement on dissent? Or will we see a mob at every decision?

    On the third goal (see it here from 1:45: https://www.youtube.com/watch?v=PrjunduLcnc):
    1- The decision was very straightforward - what took so much time?
    2- How did the goalie escape punishment twice there? A YC for the hit on the goalscorer could have been acceptable, and in my mind a RC for violent conduct when recuperating the ball was in order. Should the VAR have saved the referee there? Can we expect VARs to multitask? The referee should obviously have seen both - was the referee too distracted by talking to the VAR to do his job properly?

    I have already said on this blog that I am skeptical, at best, about the introduction of VAR technology. This confirms my fears - two botched decision-making processes which end up yielding more controversy and complications for the referee than the absence of VAR would have.

    One answer could be 'more training needed'. But now, apparently, FIFA is scrapping the testing calendar it drew up itself and plans to go fully operational as soon as possible. So when is the training going to happen, and without testing, how will we know how/what to train? Without a doubt, WC 2018 will be fun...

    2. Clearer, unedited video here: https://www.youtube.com/watch?v=F8JPF--59IA. Commentators seem to be hinting the referee gave the permission to play on after the second goal before the video review, but we don't have the image, so we can't judge for sure. At any rate, it looks bad.
      Also, that first decision took about 2 minutes 30.

    3. In a general note, single cases should not be over- or underestimated in both ways. Watching at Kassai's handling of the VAR incident at the Club WC, where three FIFA referees did detect a foul, but not the previous punishable offside position, should not be generalized. Same goes for the successful test we have seen in France-Spain. The one example confirmed fears of sceptical people, the other example affirmed those who are standing behind the VAR programme. All we / they need, I think, is time to develop a feeling for how to use this method properly. And here I agree, Emil: Training, training, training. The German association does that in this season: Bundesliga referees who are having no game themselves partly function as offline referees in Cologne (the TV Studio is there) and make protocols of how they would proceed... thus they are able to develop a proper feeling.

    4. My generalisation is that most people have little idea how the system works, there are way too many confusing areas, and FIFA speeding up the rollout will only lead to disaster. And also, in the case of the second goal, that video is not helpful in many of the key cases.

  27. Two straight red cards by Buquet in French top clash Nice - PSG. It was very important for the title, now Monaco has a great advantage. Did anybody watch this game? It would be nice to have info about the performance and the red card issued. I think this was the crucial game for 2016-17 Ligue 1.
